How the Ratings Work/Rules

On every bill rated, we will track, total number of ratings, bipartisan rating, and star rating. They will be used to determine the Nonpartisan Popular Winner, a Star Rating Bipartisan Winner, and an overall Nonpartisan Rating Winner. The three winners will comprise the GREATER BILL 2012—in that order. Both nationally and statewide.

NONPARTISAN POPULAR WINNER is the highest overall bipartisan score in top 1/3rd of total number of ratings. The bipartisan score is a weighted average giving fiscal conservatives, social liberals, and independents an equal say-so (1/3rd each). The winner's rating here being so high as to qualify as nonpartisan, 100 being a perfect score.

STAR RATING BIPARTISAN WINNER is highest star rating in top 1/3rd of total number of ratings with a 75 Bipartisan rating or better. The star rating is a straight mean average of all ratings, five stars being the highest rating.

NONPARTISAN RATING WINNER is the highest bipartisan rating in the top half of number of rated bills. The bipartisan score is a weighted average giving fiscal conservatives, social liberals, and independents an equal say-so (1/3rd each). The winner's rating here being so high as to qualify as nonpartisan, 100 being a perfect score.
